It requires specifying whether the designated attorney is a member of the bar of the Third Circuit and indicating the party they are representing (e.g., petitioner, appellant, respondent, etc.). Only counsel who are members of the bar of the Court of Appeals for the Third Circuit and who filed an appearance are permitted to argue before the court.
