PTO/SB/464 - CERTIFICATION AND PETITION FOR THE FIRST-TIME FILER EXPEDITED EXAMINATION PILOT PROGRAM. This form is used by first-time patent applicants to request accelerated examination of their nonprovisional utility patent application with the United States Patent and Trademark Office (USPTO). This program is designed to assist new inventors by expediting the patent review process, provided they meet specific eligibility requirements. To qualify, the inventor (or all joint inventors) must not have been named on any previous nonprovisional patent application, must qualify for micro entity status based on income limits, and must have basic training on the USPTO's patent application process. Additionally, the application must be an original, noncontinuing, nonprovisional filing that does not claim priority from any earlier application, foreign or domestic. The application must also comply with various formal requirements, such as being filed using Patent Center, submitted in DOCX format, and containing no more than three independent claims and twenty total claims, with no multiple dependent claims. By submitting this petition, the applicant certifies compliance with all program conditions and agrees to limitations on claim structure.
