JD-HM-19 - NOTICE OF SUIT HOUSING CODE ENFORCEMENT. This form is used in Connecticut to notify a landlord that a tenant has filed a lawsuit due to alleged violations of the housing code. This form is submitted alongside the Complaint – Housing Code Enforcement (JD-HM-35) and requires an entry fee or a waiver request. The lawsuit is typically filed when a landlord fails to maintain a rental unit in compliance with housing code standards, such as issues with heat, plumbing, structural integrity, or other essential services. Once filed, the court schedules a hearing within 14 days of the complaint’s service. The form serves as an official notice to the landlord (defendant), informing them of the allegations and their obligation to appear in court. It also warns that while the case is pending, the tenant will deposit rent with the court instead of paying the landlord directly. This prevents the landlord from initiating an eviction for nonpayment as long as the tenant follows the court's deposit schedule. The defendant has the right to respond by appearing in court and may file a counterclaim if the tenant is allegedly failing to meet their responsibilities under C.G.S. § 47a-11.
