JD-HM-23 - ENTRY AND DETAINER PROCEEDINGS SUMMONS AND ORDER TO SHOW CAUSE. This form is used in Connecticut to initiate legal proceedings when a tenant or occupant has been unlawfully removed or locked out of a property by a landlord or another party without following proper eviction procedures. This form serves as a summons, ordering the defendant (the landlord or party accused of wrongful removal) to appear in court on a specified date to respond to the complaint. It also includes an order to show cause, requiring the defendant to explain why a temporary injunction should not be issued or continued to restore the tenant’s possession of the property. The plaintiff, typically the tenant, files this form alongside a verified lockout complaint and an application for a temporary injunction. A judge signs the summons, setting a court date within six to eight days from the signing. A proper officer then serves the defendant with a copy of the summons and complaint, ensuring they have at least six days’ notice before the hearing.
