ORGANIC CONTROL EQUIPMENT: Flare, Oxidizer, or Incinerator ­ INSTRUCTIONS Microsoft Word version of CE-06 Adobe PDF version of CE-06 The purpose of CE-06 (state form 52623) is to summarize all of the physical and operational parameters of a flare, oxidizer, or incinerator used to control organic emissions. Complete this form once for each control device (or once for each set of identical control devices). CE-06 is a required form for submitting information about a flare, oxidizer, or incinerator to IDEM, OAQ. For the purposes of this form, the term "source" refers to the plant as a whole and NOT to the individual emissions units. Part A: Identification and Description of Control Equipment Part A identifies the organic control device and to describe its physical properties. 1. Control Equipment ID: Provide the identification number for each device used to control or limit air pollutant emissions. The identification numbers listed on this form should correspond to the emissions unit identified on the Plant Layout diagram and Process Flow diagram. 2. Installation Date: Specify when the control equipment was installed. At a minimum, the month and year of installation is required. 3. Incineration Method: Specify the method of incineration used to control air pollutant emissions. 4. Residence Time: Specify the residence time of the control device, and include appropriate units of measure. 5. Hood Static Pressure: Provide the static pressure of the hood that vents to the control device, and include appropriate units of measure. 6. Bed Temperature at the Flame Zone: Specify the temperature of the bed in degrees Fahrenheit (°F) at the flame zone of the control device. 7. Fuel Used: Specify whether natural gas is the only fuel used, or attach a completed PI-02F if another fuel is used. 8. Is the Gas Stream Used as Overfire Air? Specify whether the polluted gas stream is used as overfire air for a combustion unit (i.e., specify if the polluted gas stream is used as excess air for a boiler or process heater). 9. Location of Flame: If a flare is used, specify the vertical location of the flame and include appropriate units of measure for the distance. 10. Are Flame Arrestors used? If a flare is used, specify whether or not flame arrestors are used. 11. Are Steam Jets used? If a flare is used, specify whether or not steam jets are used. 12. How is the Flare Used? If applicable, specify how the flare is used. 13. Catalyst Material: If applicable, specify the catalyst material used. 14. Number of Catalyst Beds: If a catalyst is used, specify. 15. Is the Catalyst Cleaned and reused on-site? If a catalyst is used, specify. 16. Is a Heat Exchanger used to recover heat on this device? Part B: Operational Parameters Part B provides the operational parameters of the control device and the pollutant laden gas stream. Appropriate units must be included if the standard units are not used. 18. Organic Vapor Concentration: Provide the concentration of the organic vapors prior to entering the control device, after leaving the control device, and include the calculation of the difference in concentration between the inlet and outlet of the device. You must also include the units for flow rate. Vapor concentration is typically provided in parts per million by volume (ppmv). 19. Gas Stream Flow Rate: Provide the volumetric flow rate of the gas stream prior to entering the control device, after leaving the control device, and include the calculation of the difference in flow rate between the inlet and outlet of the device. You must also include the units for flow rate. Air flow rates are typically provided in actual cubic feet per minute (acfm). 20. Moisture Content: Provide the moisture content of the gas stream prior to entering the control device, after leaving the control device, and include the calculation of the difference in moisture content between the inlet and outlet of the device. Moisture content is typically provided as a percent (%). 21. Heat Content: Provide the heat content of the gas stream prior to the flare. Heat content is typically provided as a percent (%). 22. Excess Oxygen: Provide the percent of excess oxygen prior to entering the oxidizer, after leaving the oxidizer, and include the calculation of the difference in moisture content between the inlet and outlet of the oxidizer. Excess oxygen is typically provided as a percent (%). 23. Particle Size Range: Provide the average size range of the particulates in the gas stream prior to entering the control device, after leaving the control device, and include the calculation of the difference in size range of particulates between the inlet and outlet of the device. Particulate size range is typically provided in micrometers (m). 24. Other: Specify any other parameter of the control device, and provide the appropriate value for the parameter prior to entering the control device, after leaving the control device, and include the calculation of the difference between the inlet and outlet of the device. Specify the units of measure used for the control device parameter. Part C: Pollutant Concentrations Part C provides the operational parameters of the particulate control device and the pollutant laden gas stream. Appropriate units must be included if the standard units are not used. 25. Units: For each pollutant controlled, provide the units of measure for each concentration. Pollutant concentrations are typically provided in pounds per hour (lb/hr), tons per year (tpy), parts per million by volume (ppmv) or in milligrams per liter (mg/L), or in grains per dry standard cubic foot (gr/dscf). 26. Inlet: For each pollutant controlled, provide the concentration of the pollutant in the gas stream prior to entering the control device. 27. Outlet: For each pollutant controlled, provide the concentration of the pollutant in the gas stream after leaving the control device. 28. Efficiency: Provide a capture and control efficiency for each pollutant controlled by the control device.
